UN Security Council Approves Trump's Gaza Initiative

The UN Security Council has supported measures presented by the US president for establishing a lasting peace in Gaza, encompassing the introduction of an global peacekeeping force and a eventual path to a sovereign Palestinian state.

Unanimous Backing with Key Abstentions

This measure was approved by a vote of thirteen in favor, with Russia and China choosing not to vote. America's representative the American delegate addressed the international body that it mapped “a fresh direction in the area for both sides and all the inhabitants of the territory alike”.

Compromise Phrasing on Independence

The inclusion of mentions to an self-governing Palestine was the trade-off the US agreed to for endorsement from the Arab states, who are likely to supply security forces for the global force.

“The transitional arrangements that we start today must be implemented in following global standards and respecting Palestinian rights,” Britain's representative affirmed.

Israeli Resistance Persists

Nevertheless, on the eve of the resolution approval, PM the Israeli leader reiterated his government’s strong objection to the establishment of a sovereign Palestine, creating uncertainty on whether the Israeli government will allow the implementation of the internationally endorsed measures.

Key Provisions of the Resolution

  • Immediate lifting of remaining curbs on assistance into the territory
  • Creation of an global security force
  • Steps toward restoration and a eventual “route to Palestinian sovereignty and nationhood”

Ambiguous Phrasing and Requirements

The inclusion to independence was a compromise addition to an initial US draft which did not mention it. But the language is unclear and conditional, stating only that once the Palestinian Authority has reformed itself and the restoration of Gaza is under way, “the conditions may eventually be in place for a credible pathway to Palestinian self-determination and sovereignty.”

Global Response

The phrasing did not meet of the definite pledge to the establishment of a Palestinian state beside Israel sought by Arab and Islamic states, as well as EU representatives, but in addresses to the assembly after the vote, envoys from those countries said they were prepared to accept the settlement in the interests of prolonging the current truce and immediate measures to feed and protect the millions of Palestinians in the territory.

“We has finally decided to endorse of this resolution, a resolution that we support its main goal, namely the preservation of the ceasefire and the establishment of circumstances enabling the Palestinian population to exercise their immeasurable rights to self-determination and statehood,” Amar Bendjama stated.

Practical Difficulties

The proposal gives overall oversight authority to a “peace board” chaired by Donald Trump, but of unspecified participants. This committee has to inform the international body but it is not obligated by the wishes of the United Nations or by the Palestinian leadership.

Additionally, it requires the creation of a expert Palestinian panel that is supposed to run day-to-day governance of the Gaza Strip and the provision of utilities, but it is far from clear who would participate.

Security Force Authority

The mission of the international stabilisation force gives it authority to neutralize and disband militant organizations in Gaza, but it is quite ambiguous that would-be troop contributors would consent to face such groups. None of the states has to date agreed to dispatching troops.

Moreover the standards for modification of Palestinian leadership, the prerequisite towards steps to Palestinian statehood, have been hazy.

European diplomats said they viewed it as pressing that the names of the expert panel to deliver services was agreed as quickly as possible.
